This book was released on 1994 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: H. R. Haldeman, President Nixon's former chief of staff, is said to have boasted: "Every president needs a son of a bitch, and I'm Nixon's. I'm his buffer and I'm his bastard. I get done what he wants done and I take the heat instead of him." Richard Ellis explores the widely discussed but poorly understood phenomenon of presidential "lightning rods"-cabinet officials who "take the heat" instead of their bosses. Whether by intent or circumstance, these officials divert criticism and blame away from their presidents. The phenomenon is so common that it's assumed to be an essential item in every president's managerial toolbox. But, Ellis argues, such assumptions can oversimplify our understanding of this tool. Ellis advises against indiscriminate use of the lightning rod metaphor. Such labeling can hide as much as it reveals about presidential administration and policymaking at the cabinet level. The metaphor often misleads by suggesting strategic intent on the president's part while obscuring the calculations and objectives of presidential adversaries and the lightning rods themselves. Ellis also illuminates the opportunities and difficulties that various presidential posts-especially secretaries of state, chiefs of staff, and vice presidents-have offered for deflecting blame from our presidents. His study offers numerous detailed and instructive examples from the administrations of Truman (Dean Acheson); Eisenhower (Richard Nixon, John Foster Dulles, Herbert Brownell, and Ezra Taft Benson); LBJ (Hubert Humphrey); Ford (Henry Kissinger); and Reagan (James Watt). These examples, Ellis suggests, should guide our understanding of the relationship between lightning rods and presidential leadership, policymaking, and ratings. Blame avoidance, he warns, does have its limitations and may even backfire at times. Nevertheless, President Clinton and his successors may need to rely on such tools. The presidency, Ellis points out, finds itself the object of increasingly intense partisan debate and microscopic scrutiny by a wary press. Lightning rods can deflect such heat and help the president test policies, gauge public opinion, and protect his political power and public image. Ellis's book is an essential primer for helping us understand this process.

But arguments tend to become even more heated when the religion under discussion is characterized as new. Divisions around the study of new religious movements (NRMs), or cults, or nontraditional or alternative or emergent religions are so acute that there is even controversy over what to call them. John Saliba strives to bring balance to these discussions by offering perspectives on new religions from different academic perspectives: history, psychology, sociology, law, theology, and counseling. This approach provides rich descriptions of a broad range of movements while demonstrating how the differing aims of the disciplines can create much of the controversy around NRMs. The new second edition has been updated and revised throughout and includes a new foreword by noted historian of religion, J. Gordon Melton. For classes in religion or the social sciences, or for interested individuals, Understanding New Religious Movements offers the most objective introduction possible.

Available in PDF, EPUB and Kindle. Book excerpt: America's air quality is better today than ever before in modern history and continues to steadily improve. How did this remarkable turnaround come about? Basing his conclusions on a painstaking compilation of long-term empirical data on air quality and emissions data extending from the pre- federalization era to the present (some dating back a century), Goklany challenges the orthodoxy that credits federal regulation for improving air quality. He shows that the air had been getting cleaner prior to—and probably would have continued to improve regardless of federalization. States and localities, after all, have always been engaged in a race to improve the quality of life, which means different things at different stages of economic development. Goklany’s empirical data refute once and for all the race-to-the-bottom rationale for centralized federal regulation. Moreover, technological advances and consumer preferences continue to play important roles in improving air quality. Goklany accordingly offers a regulatory reform agenda that would improve upon the economic efficiency and environmental sensitivity of air quality regulation.

This book suggests a way forward by applying new techniques of the World Wide Web to enterprise information systems. Linking Enterprise Data is an edited volume contributed by worldwide leaders in Semantic Web and Linked Data research, standards development and adoption. Linking enterprise data is the application of World Wide Web architecture principles to real-world information management issues faced by commercial, not-for-profit and government enterprises. This book is divided into four sections: Benefits of applying Linked Data principles in enterprise settings, enterprise approval and support of Linked Data projects, specific Linked Data techniques and a number of real-world success stories from early enterprise adopters. Linking Enterprise Data targets professionals working as CTOs, CIOs, enterprise architects, project managers and application developers in commercial, not-for-profit and government organizations concerned with scalability, flexibility and robustness of information management systems. Computer science graduate students and researchers focusing on enterprise information integration will also benefit.
